No amount of Maintenance is
a substitute for poor design or poor plant layout. Upgrades and
Reliability Engineering can be performed during the life of the
operating plant, but there is only one time to get it right the first
time. That is during the critical early stages of plant layout and
design, and during the equipment specification phase.
